Current Projects of the Energy Ministry, impacting the future of green energy investments in Romania

In the coming weeks the Ministry Energy should present the final draft of its National Energy Strategy for 2016-2030, with a perspective on the year 2050. Throughout the year 2016, the working documents drafted during the elaboration of the Strategy have been subject to public debates, after ample and complex analysis involving almost 300 specialists in this field.

According to the initial schedule of the Ministry, the public debate on the final form of the Strategy should take place this autumn, in order for the document, which is aimed to increase predictability in the energy sector, to be finalized.

In the same period the Ministry should also present the solution for the rebalancing in the renewable energy sector. Measures such as changes in the taxation of green certificates and an increased absorption of the certificates on the market were planned, however waiving the validity period of the certificates does not appear to be considered, since it would transform the certificates into securities, according to Mrs. Corina Popescu, state secretary in the Energy Ministry. At the same time the communication of the mandatory annual quota of electricity supported via green certificates for the year 2017 is expected. ANRE had previously indicated two possible values for this quota: of 8,3% and of 12,5%, with both values being significantly lower than the initial legal quota of 18% (Law 220/2008). Investors had repeatedly criticized such proposals.
